When You Must File a Modification (Legal Trigger)

Modification vs Re-Classification — Know the Difference
This is where most FBOs get confused and file the wrong application type. The distinction is legally important:
Updates specific fields of your existing license while your license category remains unchanged. Example: Adding new food products to your existing State License, changing Central License premises within the same city.
Applies when the change requires shifting your license category — Basic Registration to State License, State License to Central License (or vice versa). Re-classification involves a fresh application under the target category.
