1. Introduction and Its Compliance

FSSAI Central License is the highest-tier food safety license issued directly by Central Licensing Authorities under Section 31(1) of the Food Safety and Standards Act, 2006. It is mandatory for food business operators with annual turnover exceeding ₹50 Crore, importers/exporters holding IEC, e-commerce food operators, nutraceutical manufacturers, and multi-state operations.

Applications are submitted via Form B on the FoSCoS portal (foscos.fssai.gov.in). Upon approval, Central Licensing Authorities issue a 14-digit FSSAI Central License Number (starting with digit '1') on a Format C Certificate.

  • Display of Central License Certificate: Format C certificate must be framed and displayed at the registered processing unit, import warehouse, or corporate office.
  • 14-Digit FSSAI Mark & License Number: Mandatory display on all imported/manufactured product labels, retail packaging, shipping cartons, and e-commerce listings.
  • Mandatory Form D1 Annual Return: All Central Licensees (manufacturers, importers) must file Form D1 annually on FoSCoS by May 31 summarizing turnover & production quantities.
  • HACCP & Product Recall Plan: Central FBOs must maintain a documented HACCP-aligned FSMS plan and an active Product Recall procedure.
